We weighted the gap between the advertised per-seat price and what a real team actually pays, because that gap is where this category hides its cost. Facts came from vendor pricing pages, official documentation, and Atlassian's Marketplace pricing API, never from a competing vendor's comparison page. Full criteria live in our methodology.
1. Qase
Qase publishes almost everything a buyer would want to know before a sales call: tier prices, API rate limits, AI credit costs, and an official MCP server with the source on GitHub. Its AI does something more useful than summarizing, converting a manual test case into a runnable Playwright, Cypress, or Selenium script. The free tier is an evaluation sandbox rather than a working plan, but the paid one sits in the same price band as TestRail while shipping considerably more automation tooling.

Testmo was founded by Dennis Gurock, who built TestRail, and the family resemblance shows in how the case repository is organized. Less widely reported is that Testmo now sits inside Idera's Sembi group, the same portfolio that owns TestRail and Xray, so the scrappy-founder framing is only half true today. It is also the one tool here that puts unlimited automation results on its entry plan.

Naming here has churned badly. The app that began as Adaptavist's Test Management for Jira became Zephyr Scale, and SmartBear now sells it as Zephyr Standard and Zephyr Advanced, while Zephyr Squad has been renamed Zephyr Essential. Underneath the renames is one of only two Jira-native tools in this comparison, and the only one with a first-party MCP server.
Pricing: Standard is $10 monthly and Advanced $15 monthly at the 1-to-10 user tier, charged as a flat fee and calculated progressively at higher tiers. That design is the entire argument for it. The counter-argument is the invoice: Atlassian requires the app to be licensed at your Jira instance's user tier, so a 100-seat Jira with five testers pays the 100-seat rate.
Pricing: Xray Test Management for Jira on Cloud lists at roughly $100 a year for 10 users, $1,820 for 25, $3,640 for 50, $7,280 for 100, and $10,980 for 200. TestRail has been the default answer in this category for over a decade, and it is one of the few modern platforms that will still sell you a self-hosted install. What it does not have, surprisingly for a tool this widely deployed, is a first-party MCP server. Its sibling product Testmo, under the same corporate owner, does.
Pricing: Professional is $37 per seat monthly, or $420 per user for 12 months on annual billing. Enterprise is $74 per seat monthly, or $852 per user annually, and is sold on yearly billing only. On-premise deployment requires at least 10 seats and a 12-month minimum contract. There is no free tier, only a trial. TestRail changed its monthly subscription rates effective August 1, 2026. USD.

Nothing else in this comparison does that.

It also publishes no price at all, for any tier, anywhere. Note that qTest, Tosca, and Testim are separate products rather than tiers of one another: qTest is the management layer, and buying it does not include Tosca or Testim automation.
Pricing: Custom-quoted, entirely. The official pricing URL is a lead-capture form titled Request Tricentis qTest pricing, listing no tiers, editions, or per-user rate. A 14-day trial exists but is form-gated, with credentials emailed rather than issued on self-serve signup. There is no free tier. Third-party procurement estimates circulate but are not confirmed on Tricentis's own site, so we are not quoting them as a list price.

- Work out who you are actually paying for. Xray and Zephyr bill against total Jira users, Qase and TestRail and PractiTest bill per seat, and Testmo bills in fixed blocks. Same 12 testers, wildly different invoices.
- Settle the self-hosting question before anything else. A hard on-premise requirement removes Qase, PractiTest, and Testmo from the shortlist immediately.
- Check what the free test management tools actually permit. Qase's is the only free tier here, and at 4 users, 2 projects, and zero AI credits it is an evaluation sandbox rather than a working plan.
- Read the AI terms, not the AI headline. Qase meters credits at $0.40 each, Zephyr caps monthly AI test runs by tier, and Tricentis does not publish which editions include agentic creation.
- Confirm the API before you build reporting on it. Rate limits vary by an order of magnitude, from 60 requests per minute on Xray Standard to 600 on Qase v2.
- Ask whether MCP access is gated. PractiTest requires a Corporate contract, Zephyr excludes its Essential tier, and Testmo's server is still beta on every plan.
- If you specifically need test management tools for Jira, the shortlist is two. Xray and Zephyr are the genuinely Jira-native options; the other five integrate with Jira rather than living inside it.

Take a QA team of 12 working inside a company that runs 100 Jira licenses.
Testmo Business covers all 12 inside its 15-seat block at $249 a month, or $2,988 a year before the 15 percent annual discount. Qase Teams at $35 per user billed annually comes to $5,040. TestRail Professional at $420 per user annually lands on the same $5,040. PractiTest Team at $47 per user monthly reaches $6,768.
Then the Jira-native tools change the arithmetic. Xray Test Management on Cloud is $7,280 a year at the 100-user tier, and that number does not move if only 12 people ever open it. Zephyr bills the same way against total Jira headcount, though its 100-user total could not be confirmed on an official page.
Same 12 testers, and the annual spread runs from roughly $3,000 to over $7,000 with no difference in how much testing gets done. That gap is the licensing model, not the feature set.
Final Thoughts
The most interesting fact about this category in 2026 is who owns it. TestRail, Xray, and Testmo all sit inside Idera's Sembi portfolio, which means three of the seven products here compete with each other under one roof. Testmo is the Idera brand shipping an official MCP server. The two better-known ones are not.
Pick Qase if you want the most transparent vendor in the category and expect to drive testing from CI and an AI assistant. Pick Testmo if the team is under 25 people and automation volume matters more than seat count. TestRail remains the right answer for anyone who has to self-host without signing a large enterprise contract.
